Flood Damage after Katrina

My sister lives in Gulfport and had 7-feet of water in her home during Hurricane Katrina. The State Farm insurance adjuster told her that her flood insurance policy does not cover anything in her home, that she does not have flood coverage for her contents. Is that possible? She has both homeowners insurance and flood insurance with State Farm.
